Eolas Labs builds GovTech software for local government from Torrelavega, Spain: citizen platforms, municipal apps and open data. SomosTorre, the civic platform for the city of Torrelavega, was built, launched and is operated by us — it is the only reference we need to show.

More than 2,500 residents of Torrelavega have SomosTorre installed, in a town of 52,000. Real-time transport, incident reports, council paperwork, local commerce and an AI assistant. It is published on the App Store and Google Play, catalogued on datos.gob.es, the open data portal of Spain’s Ministerio para la Transformación Digital y de la Función Pública, and Eolas Prints S.L. is listed as a solution provider on the European Commission’s Smart Cities Marketplace. It has been entered for the World Smart City Awards 2026.

Can you be contracted without a tender?
Up to the direct-award threshold for services, yes. Above that we go to tender like any other supplier. Always confirm the current threshold with your own legal or finance office.
Does the platform belong to us or to you?
To you. The code, the data and the store accounts are in the council’s name. You can change supplier without changing platform.
Does it work for a smaller municipality than Torrelavega?
Yes, and it is usually faster. Most of the work behind SomosTorre is done; in a smaller municipality it is adapted rather than built from scratch.
