Eolas LabsWe operate what we build

An urban-planning viewer for your municipality, without building a GIS.

Eolas Labs builds your municipality’s urban-planning viewer — the plot lookup a resident uses from a phone — on data that is already public: the national cadastre, the planning register published by the Gobierno de Cantabria and SNCZI flood mapping. A resident types an address or a cadastral reference and sees the land class the plan gives it, whether it is in a flood zone and whether protected heritage is next door; the council’s technician stops answering the same question at the counter. It is running in Torrelavega inside SomosTorre, and you can open it before you talk to us.

Who it is for

  • Your planning was approved in the eighties or nineties and finding it is a procedure in itself.
  • The council technician answers the same question about plots several times a week.
  • You want residents to look before booking an appointment, not after.
  • You have no GIS of your own and are not going to build one for this.
  • If what you need is processing licence applications, that is a different project and we will say so before we start.

What it includes

  • Plot lookup

An address or a cadastral reference and, in one answer: plot and building area, land class under the plan, flood risk and protected heritage nearby.

  • Public data, already wired

The national cadastre, planning published by the Gobierno de Cantabria and SNCZI flood zones. The council does not have to hand us anything to start.

  • A dated copy, not a live feed

What gets published carries its date on show. Nothing that is not yet approved appears by accident.

  • A web app, not a store app

It runs in the browser, on phones too. It does not include a native iOS or Android app: that is the full municipal platform, which is a different service.

  • Accessibility and operation

Public-sector requirements designed in, monitoring, and someone who answers when something stops working.

The proof

In Torrelavega anyone can use it at somostorre.com/parcela: four public layers crossed into one plain-language answer, with its limits written on the page — no owner names, no cadastral values, and for any procedure the valid document is still the council’s cédula urbanística. It also produced a figure nobody had published: 633 of the municipality’s 5,377 buildings, holding 3,347 homes, have part of their footprint in the 500-year flood zone.

Frequently asked questions

What people ask us about Urban-planning viewer.

How much does an urban-planning viewer cost?

The first year, from €14,900: setup plus twelve months of operation, below Spain’s direct-award threshold for services, so it can be awarded without a tender. From the second year, from €5,900 a year up to 5,000 inhabitants, from €8,900 up to 20,000 and from €14,500 above that. Excluding VAT. For context: municipal GIS implementations published on Spanish procurement portals run from around €28,000 to more than €126,000, and annual support for a capital city’s GIS is measured in hundreds of thousands.

Does it replace the cédula urbanística?

No, and the viewer says so on screen. It is an indicative report for looking before starting a procedure. The document with legal value is still issued by the council, and the viewer sends people there when they need it. That boundary is deliberate: a viewer passing itself off as a certificate would create a problem for the council rather than remove one.

What does the council have to provide to start?

Nothing mandatory. The three layers underneath are public: the cadastre is national, the Gobierno de Cantabria publishes the planning of every municipality in the region already harmonised, and flood zones come from SNCZI. If the council has its own cartography or recent unpublished amendments, we add them; if not, the viewer works from day one anyway.

Does it work if our planning dates from 1985?

Yes, and that is the common case: most municipalities in Cantabria have a planning instrument approved before 2000, many of them Normas Subsidiarias under the 1978 regulation. The viewer shows what is in force, whatever its date — and an old plan is exactly when residents and technicians most need to see it on a map rather than in a scanned PDF.

Does it include a mobile app?

No. It is a web application: it opens in a phone browser just as it does on a desktop, but it is not an App Store or Google Play app. If the council wants a native app, that is the full municipal platform, a different service that also starts at €14,900.

Can you build it outside Cantabria?

Yes, with an honest difference in price and timeline. The cadastre and flood zones are national and identical across Spain, but each autonomous community publishes planning its own way. In Cantabria it is harmonised for every municipality, so the work is configuration; elsewhere we look at what that region publishes first, and quote afterwards.
